 Regular Meeting Minutes

 

  1. Call to Order

 

Commissioner Gott called the Regular Meeting of the Marion Park District to order at 7:02 p.m. with the following Commissioners present:

 

Commissioner Gardiner

Commissioner Sheffler

Commissioner McReynolds

Commissioner Welch

Commissioner Gott

 

  1. Open Forum

 

Anthony Rinella is present for the meeting.  Anthony states that he was approached by Director Reed regarding the possible sale of the Batting Cages to the Marion Park District to expand the Pickleball courts.  Anthony states that he has discussed it with Peggy, and they would be willing to part with the Batting Cages.  Commissioner Sheffler asked Anthony if he has a price in mind with Anthony replying he did not at this time.  Commissioner Gott states that they would discuss the amount in Executive session, and someone would get back to Anthony.   

 

  1. 3. Approval of November 17, 2020 Agenda

 

Commissioner Gardiner made a motion at 7:21 p.m.; seconded by Commissioner Welch to approve the November 17, 2020 agenda.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of Regular Meeting Minutes: October 27, 2020.

 

Director Reed states that on item # 5 the word Commissioner after reserve needs to be taken out of the minutes.  Commissioner Gott states that in item 10a under the motions it will need to be changed to 3 – 0 – 1 vote. 

 

Commissioner Sheffler made a motion at 7:24 p.m.; seconded by Commissioner McReynolds to approve the Regular Meeting Minutes for October 27, 2020 with changes.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of October 2020 Financial Report

 

Commissioner Gott asked if Director Reed would like to go over any highlights with Director Reed replying that these financials do not reflect the second tax installment that was received and at this time the Park District is in good shape financially.   

 

Commissioner Sheffler made a motion at 7:25 p.m.; seconded by Commissioner Welch to approve the October 2020 Financial Report.  Roll called.  Motion carried with unanimous vote with those present.

Director Reed went over the Administrative Report and Park Services Report adding that he spoke with Christy Underwood and she would be returning as Manager of the Aquatic Center next summer. 

 

  1. Commissioners Reports

 

Commissioner Gott asked if any of the Commissioners had anything to report, Commissioner Sheffler asked if we could assist the Boy and Girl Scouts in their can drive this year by adding the Boy Scout Cabin as a collection site.  Commissioner Sheffler was asked to have Heather contact Kim at the Administrative Office to coordinate something. 

Commissioner McReynolds – no. 

Commissioner Welch wanted to thank the Park District for the usage of the Pavilion for Ameren’s social distancing get together. 

Commissioner Gardiner asked why the flag at Ray Fosse Park was at half-mast with Director Reed replying that it was for COVID and was a directive from the President during the pandemic.

Commissioner Gott – no.            

 

  1. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):

 

  1. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
  2. Personnel – The appointment, employment, compensation, discipline, dismissal, performance or personal status of employees, officers, and legal counsel for the park district.
  3. Real Estate – The acquisition or lease of real property or the selling or rental price of real estate.

Commissioner Welch made a motion at 8:01 p.m.; seconded by Commissioner Gardiner to go into Executive Session.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Reconvene to Open Session (possible actions following Executive Session)

 

Commissioner Gardiner made a motion at 8:34 p.m.; seconded by Commissioner Welch to reconvene to Open Session.  Roll called.  Motion carried with unanimous vote with those present.

 

 

 

  1. New Business

 

  1. Discuss / Approve 2020 Bond payment, Principal, and Interest, to Bank of Oklahoma (BOK Financial) in the amount of $52,419.00 due on December 15, 2020.

 

Commissioner McReynolds made a motion at 8:35 p.m.; seconded by Commissioner Sheffler to approve the 2020 Bond payment, Principal, and Interest, to Bank of Oklahoma (BOK Financial) in the amount of $52,419.00 due on December 15, 2020.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve Ordinance 20-05 Tax Levy Ordinance for FY2021.   

 

Commissioner Sheffler made a motion at 8:40 p.m.; seconded by Commissioner Welch to approve Ordinance 20-05 Tax Levy Ordinance for FY2021.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve special compensation for all full-time staff (M. Strobel, C. Gravatt, C. Withers, A. Newlin, K. Bauernfeind, K. Houseright, J. Reed and C. Underwood) of the Marion Park District.  

 

Commissioner Sheffler made a motion at 8:41 p.m.; seconded by Commissioner Gardiner to approve a $400.00 special compensation for all full-time staff (M. Strobel, C. Gravatt, C. Withers, A. Newlin, K. Bauernfeind, K. Houseright, J. Reed and C. Underwood) of the Marion Park District.   Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve Merit Compensation for Director

 

Commissioner Sheffler made a motion at 8:42 p.m.; seconded by Commissioner Welch to approve a Merit Compensation for the Director in the amount of $3,000.00.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve offering free membership for THE Bark Park to anyone that paid prior to March 15, 2020.   

 

Commissioner Gardiner made a motion at 8:43 p.m.; seconded by Commissioner Sheffler to approve free 2021 membership for THE Bark Park to anyone that paid prior to March 15, 2020.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Next Meeting Date: December 15, 2020

 

  1. Adjournment

 

Commissioner Gardiner made a motion at 8:45 p.m.; seconded by Commissioner Welch to adjourn the Regular meeting of the Marion Park District.  Roll called.  Motion to table with unanimous vote.
