 Regular Meeting Minutes

 

  1. Call to Order

 

Commissioner Gott called the Regular Meeting of the Marion Park District to order at 7:01 p.m. with the following Commissioners present:

 

Commissioner Gardiner

Commissioner McReynolds

Commissioner Welch

Commissioner Gott

 

Commissioner Sheffler was absent from the meeting

 

  1. Open Forum

 

There was no one present for the meeting and no items were discussed.     

 

  1. 3. Approval of December 15, 2020 Agenda

 

Commissioner McReynolds made a motion at 7:02 p.m.; seconded by Commissioner Gardiner to approve the December 15, 2020 agenda.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of Tax Levy Minutes: November 17, 2020.

 

Commissioner McReynolds made a motion at 7:03 p.m.; seconded by Commissioner Gardiner to approve the Tax Levy Minutes for November 17, 2020.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of Regular Meeting Minutes: November 17, 2020.

 

Commissioner Gardiner made a motion at 7:04 p.m.; seconded by Commissioner Welch to approve the Regular Meeting Minutes for November 17, 2020.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of November 2020 Financial Report

 

Commissioner Gott asked if Director Reed would like to go over any highlights with Director Reed replying that they were sitting at 21% expenditures through November and were right on track.  Currently the Park District is in good shape financially.   

 

Commissioner Welch made a motion at 7:06 p.m.; seconded by Commissioner McReynolds to approve the November 2020 Financial Report.  Roll called.  Motion carried with unanimous vote with those present.

Director Reed went over the Administrative Report and Park Services Report adding that he there will be a Chamber of Commerce ribbon cutting on Thursday, December 17 at 11:30 a.m. at the Heartland Rotary Pavilion by the Inclusive Playground and we have our first incident with quarantine.    

 

  1. Commissioners Reports

 

Commissioner Gott asked if any of the Commissioners had anything to report, Commissioner Gardiner, McReynolds and Welch had nothing to add or report.  Commissioner Gott asked Director Reed when the maintenance shop project will start with Director Reed replying that all the contracts have been signed.  Commissioner Gott asked Director Reed what project the Park Services staff was working on behind field # 6 with Director Reed replying they loaned a mini excavator by Little Tractor and they did some cleanup.            

 

  1. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):

 

  1. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
  2. Real Estate – The acquisition or lease of real property or the selling or rental price of real estate.

Commissioner Gardiner made a motion at 7:18 p.m.; seconded by Commissioner McReynolds to go into Executive Session.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Reconvene to Open Session (possible actions following Executive Session)

 

Commissioner Gardiner made a motion at 7:32 p.m.; seconded by Commissioner Welch to reconvene to Open Session.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. New Business

 

  1. Discuss / Approve the payment of Illinois Public Risk Fund (IPRF) premium payment for the first quarter 2021 in the amount of $6,931.00.

 

Commissioner Welch made a motion at 7:34 p.m.; seconded by Commissioner McReynolds to approve the payment of Illinois Public Risk Fund (IPRF) premium payment for the first quarter 2021 in the amount of $6,931.00.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve meeting dates for the fourth Tuesday of each month for January 2021 – December 2021 except for November 2021, and December 2021 due to the holidays and meeting times moved from 7:00 p.m. to 6:00 p.m.

Commissioner Gardiner made a motion at 7:36 p.m.; seconded by Commissioner Welch to meeting dates for the fourth Tuesday of each month for January 2021 – December 2021 except for November 2021, and December 2021 due to holiday and meeting times moved from 7:00 p.m. to 6:00 p.m.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Next Meeting Date: January 26, 2021

 

  1. Adjournment

 

Commissioner McReynolds made a motion at 7:37 p.m.; seconded by Commissioner Welch to adjourn the Regular meeting of the Marion Park District.  Roll called.  Motion to table with unanimous vote.
