 Regular Meeting Minutes

 

  1. Call to Order

 

Commissioner Gott called the Regular Meeting of the Marion Park District to order at 6:15 p.m. with the following Commissioners present:

 

Commissioner Gardiner

Commissioner Sheffler

Commissioner McReynolds

Commissioner Welch

Commissioner Gott

 

  1. Open Forum

 

There was no one present for the meeting and no items were discussed.     

 

  1. 3. Approval of January 26, 2021 Agenda

 

Commissioner Sheffler made a motion at 6:17 p.m.; seconded by Commissioner Welch to approve the January 26, 2021 agenda.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of Regular Meeting Minutes: December 15, 2020.

 

Commissioner Gardiner made a motion at 6:18 p.m.; seconded by Commissioner McReynolds to approve the Regular Meeting Minutes for December 15, 2020.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of December 2020 Financial Report

 

Commissioner Gott asked if Director Reed would like to go over any highlights with Director Reed replying that they are at an overall YTD of 27.1% and are in good shape.   

 

Commissioner Sheffler made a motion at 6:21 p.m.; seconded by Commissioner Welch to approve the December 2020 Financial Report.  Roll called.  Motion carried with unanimous vote with those present.

Director Reed went over the Administrative Report and Park Services Report and pictures were shown to the Commissioners of projects that have been completed.  Director Reed added that Chase Withers called off work today due to a temperature, Director Reed asked for him to test for COVID and not return to work until he has negative results. 

 

  1. Commissioners Reports

 

Commissioner Gott asked if any of the Commissioners had anything to report, Commissioner Gardiner, Commissioner Sheffler, Commissioner McReynolds and Commissioner Welch had nothing to add or report.  Commissioner Gott asked Director Reed what infrastructure projects he has in mind in the future with Director Reed replying that he can get them a list of projects by the March 2021 meeting.  Commissioner Gott mentioned the parking lot at Soccer and that it is in bad shape. Director Reed states that the Soccer parking lot is part of his infrastructure plan.        

 

  1. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):

 

  1. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
  2. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
  3. Real Estate – The acquisition or lease of real property or the selling or rental price of real estate.

Commissioner Sheffler made a motion at 6:47 p.m.; seconded by Commissioner Gardiner to go into Executive Session.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Reconvene to Open Session (possible actions following Executive Session)

 

Commissioner Gardiner made a motion at 7:06 p.m.; seconded by Commissioner Sheffler to reconvene to Open Session.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. New Business

 

  1. Discuss / Approve Resolution 21 – 01, designation of OMA officers.

 

Commissioner Sheffler made a motion at 7:07 p.m.; seconded by Commissioner Welch approve Resolution 21 – 01, designation of OMA officers.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve Resolution 21 – 02, designation of FOIA officers.

 

Commissioner Sheffler made a motion at 7:08 p.m.; seconded by Commissioner Gardiner to approve Resolution 21 – 02, designation of FOIA officers.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Discuss / Approve a change order for the ditch project, adding 15 feet of rip rap.

 

Director Reed advised the change order is for approximately $3,600.00.

 

Commissioner Sheffler made a motion at 7:10 p.m.; seconded by Commissioner Welch to approve a change order for the ditch project, adding 15 feet of rip rap.  Roll called.  Commissioner Gardiner – silent, Commissioner Sheffler – yay, Commissioner McReynolds – yay, Commissioner Welch – yay, Commissioner Gott – yay.  Motion carried with a 4 – 0 – 1 silent vote. 

 

  1. Discuss / Approve invoice payment for Roadworks LLC with the approval from the President of the Board and the Director of Parks and Recreation once invoice is received.

 

Commissioner Sheffler made a motion at 7:11 p.m.; seconded by Commissioner Welch to approve an invoice payment for Roadworks LLC with the approval from the President of the Board and the Director of Parks and Recreation once invoice is received.  Roll called.  Commissioner Gardiner – silent, Commissioner Sheffler – yay, Commissioner McReynolds – yay, Commissioner Welch – yay, Commissioner Gott – yay.  Motion carried with a 4 – 0 – 1 silent vote. 

 

  1. Discuss / Approve increasing the Sunday cabin rental rate effective February 1, 2021 from $80.00 to $100.00 on the Girl Scout Cabin and $100.00 to $120.00 on the Boy Scout Cabin.

 

Commissioner Sheffler made a motion at 7:15 p.m.; seconded by Commissioner Gardiner to approve increasing the Sunday cabin rental rate effective February 1, 2021 from $80.00 to $100.00 on the Girl Scout Cabin and $100.00 to $120.00 on the Boy Scout Cabin.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Approval of Executive Session minutes from July 28, 2020, August 25, 2020, September 22, 2020, October 27, 2020, November 17, 2020

 

Commissioner Gardiner made a motion at 7:16 p.m.; seconded by Commissioner McReynolds to approve Executive Session minutes from July 28, 2020, August 25, 2020, September 22, 2020, October 27, 2020, November 17, 2020 to remain closed without exception.  Roll called.  Motion carried with unanimous vote with those present.

 

  1. Next Meeting Date: February 23, 2021

 

  1. Adjournment

 

Commissioner Gardiner made a motion at 7:17 p.m.; seconded by Commissioner McReynolds to adjourn the Regular meeting of the Marion Park District.  Roll called.  Motion to table with unanimous vote.
