President Gott called the FY2023 Budget Hearing of the Marion Park District to order at
6:10 p.m. with the following Commissioners present:

Commissioner Sheffler
Commissioner McReynolds
Commissioner Welch - Open Forum – Budget Hearing
There are no public attendees for the FY2023 Budget Hearing. - Adjournment
Commissioner Sheffler made a motion at 6:11 p.m.; seconded by Commissioner Welch to
adjourn the FY2023 Budget Hearing on June 21, 2022. Roll called. Motion carried
with unanimous vote with those present.

- Call to Order
President Gott called the Regular Meeting of the Marion Park District to order at 6:11
p.m. with the following Commissioners present:

Commissioner Gott - Open Forum
‘Gabby’ Allen was present for the meeting to discuss the dedication ceremony of the
Garry ‘Gabby’ Allen Courts at Jones Park. ‘Gabby’ expressed his gratitude to the
Commissioners for the courts and the dedication ceremony, he would like his children
and grandchildren to be able to attend. The dedication ceremony will be on July 16,
2022, at 10:30 a.m. - Approval of June 21, 2022, Agenda

Commissioner Gardiner made a motion at 6:29 p.m.; seconded by Commissioner Sheffler
to approve the June 21, 2022, agenda. Roll called. Motion carried with unanimous
vote with those present.
- Approval of Regular Meeting Minutes: May 24, 2022
Commissioner McReynolds made a motion at 6:30 p.m.; seconded by Commissioner
Welch to approve the May 24, 2022, Regular Meeting Minutes. Roll called. Motion
carried with unanimous vote with those present. - Approval of May 2022 Financial Report
Director Reed states Kim Meyer has the estimated year-end balance over the cash reserve
as $228,000.00 and Director Reed estimated the year-end balance over the cash reserve as
$225,000.00, which is very close. On the agenda they have for consideration the hiring
of an additional Park Tech I, for the first year the salary would be taken out as a
combination of the overage of the cash reserve and the additional cash revenue we will be
receiving for the TIF 1 be payable. Our net operating cost for May was $86,315.00.
Director Reed states that next year in July is when the TIF will roll out. Commissioner
Gott states that the additional money from the TIF will cover the salary of an additional
employee.
Commissioner Sheffler made a motion at 6:37 p.m.; seconded by Commissioner Welch to
approve the May 2022 Financial Report. Roll called. Motion carried with unanimous

Director Reed went over the reports highlighting the projects that Park Service employees
have completed during the month and pictures were shown to the Commissioners of all

- Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if
requested):
a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed
under Illinois Open Meetings Act, whether for purposes of approval by the body of
the minutes or semi-annual review of the minutes.
b. Personnel – To consider the appointment, employment, compensation, discipline,
performance, or dismissal of specific employees of the public body or legal counsel
for the public body, including hearing testimony or complaint lodged against an
employee of the public body or against legal counsel for the public body to determine
its validity.
Commissioner Sheffler made a motion at 7:23 p.m.; seconded by Commissioner Gardiner
to go into Executive Session. Roll called. Motion carried with unanimous vote with
those present. - Reconvene to Open Session (possible actions following Executive Session)
Commissioner Gardiner made a motion at 8:01 p.m.; seconded by Commissioner
McReynolds to reconvene to Open Session. Roll called. Motion carried with
unanimous vote with those present. - New Business
a. Discuss / Approve hourly wage increase for Administrative Assistant Kim
Bauernfeind for FY2023 effective July 1, 2022.
Commissioner Sheffler made a motion at 8:03 p.m.; seconded by Commissioner Gardiner
to approve an increase of $1.40 per hour to Administrative Assistant Kim Bauernfeind for
FY2023 effective July 1, 2022. Roll called. Motion carried with unanimous vote with
those present.

b. Discuss / Approve hiring Park Tech I to add to current staff.
Commissioner Sheffler made a motion at 8:04 p.m.; seconded by Commissioner Welch to
approve hiring a Park Tech I to add to current staff. Roll called. Motion carried with
unanimous vote with those present.
c. Discuss / Approve Director Reed hiring temporary staff to the Marion Park District
for FY2023.
Commissioner Sheffler made a motion at 8:05 p.m.; seconded by Commissioner Welch to
approve Director Reed hiring temporary staff to the Marion Park District for FY2023.
Roll called. Motion carried with unanimous vote with those present.
d. Discuss / Approve Revenues by Source Ordinance 22-03.
Commissioner Sheffler made a motion at 8:06 p.m.; seconded by Commissioner Gardiner
to approve Revenues by Source Ordinance 22-03. Roll called. Motion carried with
unanimous vote with those present.
e. Discuss / Approve FY2023 Final Budget Ordinance 22-04.
Commissioner Sheffler made a motion at 8:06 p.m.; seconded by Commissioner Gardiner
to approve FY2023 Final Budget Ordinance 22-04. Roll called. Motion carried with
unanimous vote with those present.
f. Discuss / Approve payment of Illinois Parks Association Risk Services (IPARKS)
premium for FY2023 in the amount of $35,584.00.
Commissioner Gott asked Director Reed to research increasing the general liability
amount for the Park District. Currently the amount is $3,000,000.00.
Commissioner Gardiner made a motion at 8:09 p.m.; seconded by Commissioner Sheffler
to approve the payment of Illinois Parks Association Risk Services (IPARKS) premium
for FY2023 in the amount of $35,584.00. Roll called. Motion carried with unanimous
vote with those present.

g. Discuss / Approve quote from Davis 360 Fencing to install fencing to Maintenance
Shop yard.
Commissioner Sheffler made a motion at 8:12 p.m.; seconded by Commissioner Welch to
approve the quote from Davis 360 Fencing to install fencing to the Maintenance Shop
yard. Roll called. Motion carried with unanimous vote with those present.
