Regular Meeting Agenda

  1. Call to Order
    President Gott called the Regular Meeting of the Marion Park District to order at 6:07
    p.m. with the following Commissioners present:
    Commissioner Gardiner
    Commissioner Sheffler
    Commissioner McReynolds
    Commissioner Welch
    Commissioner Gott
  2. Open Forum
    Garry ‘Gabby’ Allen was present for the meeting to discuss the dedication ceremony of
    the Garry ‘Gabby’ Allen Courts at Jones Park. ‘Gabby’ would like to do the dedication
    on August 6, 2022, at 10:30 a.m. Director Reed states he will get everything set up for
    August 6.

Commissioner Gardiner made a motion at 6:07 p.m.; seconded by Commissioner Welch
to approve the July 26, 2022, agenda. Roll called. Motion carried with unanimous
vote with those present.

  1. Approval of Budget Hearing Minutes: June 21, 2022
    Commissioner Sheffler made a motion at 6:08 p.m.; seconded by Commissioner Welch to
    approve the June 21, 2022, Budget Hearing Minutes. Roll called. Motion carried with
    unanimous vote with those present.
  2. Approval of Regular Hearing Minutes: June 21, 2022
    Commissioner Welch made a motion at 6:09 p.m.; seconded by Commissioner Gardiner
    to approve the June 21, 2022, Regular Minutes. Roll called. Motion carried with
    unanimous vote with those present.
  3. Approval of June 2022 Financial Report
    Director Reed advised the Commissioners that according to Kim Meyer reports, we are
    $228,000.00 over the 18 % reserve, Director Reeds figures are $225,000.00 over the 18%
    reserve and all of the numbers are very close to the actual figures of $223,000.00 over the
    18% reserve.
    Commissioner Sheffler made a motion at 6:16 p.m.; seconded by Commissioner Welch to
    approve the June 2022 Financial Report. Roll called. Motion carried with unanimous
    vote with those present.

    c. Aquatic Center
    Director Reed went over the reports highlighting the projects that Park Service employees
    have completed during the month and pictures were shown to the Commissioners of all
    the projects completed.

  1. Commissioners Reports
    Commissioner Gott asked the other Commissioners if they had anything to report to
    Director Reed. Commissioner Gardiner, Commissioner Sheffler, Commissioner
    McReynolds and Commissioner Welch had nothing to report. Commissioner Gott
    advised Director Reed that there is a speed bump on Thompson Street that needs
    replaced, Director Reed advised that the speed bump had just arrived, and staff would be
    installing this week. Commissioner Gott also asked Director Reed once cameras are
    installed in the Parks, can / will the bathrooms be opened, Director Reed states that he is
    hopeful to get the bathrooms open again.
  2. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if
    requested):
    a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed
    under Illinois Open Meetings Act, whether for purposes of approval by the body of
    the minutes or semi-annual review of the minutes.
    b. Personnel – To consider the appointment, employment, compensation, discipline,
    performance, or dismissal of specific employees of the public body or legal counsel
    for the public body, including hearing testimony or complaint lodged against an
    employee of the public body or against legal counsel for the public body to determine
    its validity.
    Commissioner Sheffler made a motion at 7:03 p.m.; seconded by Commissioner Gardiner
    to go into Executive Session. Roll called. Motion carried with unanimous vote with
    those present.
  3. Reconvene to Open Session (possible actions following Executive Session)
    Commissioner Gardiner made a motion at 7:23 p.m.; seconded by Commissioner Welch
    to reconvene to Open Session. Roll called. Motion carried with unanimous vote with
    those present.

  1. New Business
    a. Discuss / Approve hiring a Park Tech I.
    Commissioner Sheffler made a motion at 7:28 p.m.; seconded by Commissioner Welch to
    approve hiring Kelton Akers as a Park Tech I. Roll called. Commissioner Gardiner –
    yay, Commissioner Sheffler – yay, Commissioner McReynolds – yay, Commissioner
    Welch – yay, Commissioner Gott – abstain. Motion carried with unanimous vote
    with those present.
    b. Discuss / Approve researching and applying (if eligible) for OSLAD and LWCF
    grants.
    Commissioner Sheffler made a motion at 7:40 p.m.; seconded by Commissioner Welch to
    approve researching and applying (if eligible) for OSLAD and LWCF grants. Roll
    called. Motion carried with unanimous vote with those present.
  2. Next Meeting Date: August 23, 2022
  3. Adjournment
    Commissioner Gardiner made a motion at 7:40 p.m.; seconded by Commissioner
    McReynolds to adjourn the Regular Meeting of the Marion Park District. Roll called.
    Motion carried with unanimous vote with those present.
