Regular Meeting Agenda

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:04 p.m. with the following Commissioners present:

Commissioner Sheffler
Commissioner McReynolds
Commissioner Welch
Commissioner Gott

Commissioner Gardiner was absent from the beginning of the meeting.

2. Open Forum

The meeting had public attendees, Marissa Ivory, Bradley Clark, Kim Wharton, and John Krose, all who were SIUC students that were in attendance for a Parks and Recreation class.

3. Approval of April 23, 2024 Regular Meeting agenda

Commissioner Sheffler made a motion at 6:06 p.m.; seconded by Commissioner Welch to approve the April 23, 2024, agenda. Roll called. Motion carried with unanimous vote with those present.

4. Approval of Adjourned Meeting Minutes: March 26, 2024 (adjourned meeting due to lack of quorum)

Commissioner Welch made a motion at 6:07 p.m.; seconded by Commissioner McReynolds to approve the March 26, 2024 (adjourned meeting due to lack of quorum). Roll called. Motion carried with unanimous vote with those present.

5. Approval of Special Meeting Minutes: April 3, 2024

Commissioner Sheffler made a motion at 6:08 p.m.; seconded by Commissioner Welch to approve the April 3, 2024 Special Meeting Minutes. Roll called. Motion carried with unanimous vote with those present.

6. Approval of March 2024 Financial Report

Commissioner Sheffler made a motion at 6:14 p.m.; seconded by Commissioner Welch to approve the March 2024 Financial Report. Roll called. Motion carried with unanimous vote with those present.

7. Department Reports
a. Administration
b. Park Services

Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were also shown to the Commissioners of all the projects completed.

8. Commissioners Reports

Commissioner Gott asked if any of the Commissioners had anything to report. Commissioner Sheffler presented the Commissioners with the idea of Foot Golf with pictures for installation in the Parks. Commissioner McReynolds and Commissioner Welch did not have anything to report. Commissioner Gott asked if there was a Plan B for Arbor Day with Director Reed replying that the tree is close enough to the pavilion, we can use that if needed. Commissioner Gott also asked if there were plans to paint the other dugout on Field # 7.

Commissioner Gardiner arrived at the meeting at 6:47 p.m.

Commissioner Gott stated that they will skip the Executive Session due to the visitor’s time.

9. New Business

a. Discuss / Approve MOU (Memorandum of Understanding) submitted to the Marion Park District by the Williamson County EMA using a Park location (Soccer Complex) as a staging area in the event of a natural disaster.

Commissioner Sheffler made a motion at 7:05 p.m.; seconded by Commissioner Welch to approve the MOU (Memorandum of Understanding) submitted to the Marion Park District by the Williamson County EMA using a Park location (Soccer Complex) as a staging area in the event of a natural disaster. Roll called. Motion carried with unanimous vote with those present.

b. Discuss / Approve sewer line right of way agreement with the City of Marion.

Commissioner Gardiner made a motion at 7:08 p.m.; seconded by Commissioner Welch to sewer line right of way agreement with the City of Marion. Roll called. Motion carried with unanimous vote with those present.

c. Discuss / Approve General Obligation Bond interest payment to BOK Financial in the amount of $8,763.00 due June 15, 2024.

Commissioner Sheffler made a motion at 7:10 p.m.; seconded by Commissioner McReynolds to approve the interest payment to BOK Financial in the amount of $8,763.00 due June 15, 2024. Roll called. Motion carried with unanimous vote with those present.

Commissioner Gott advised the visitors that the action portion of the meeting has ended, and they were free to leave.

Commissioner Gott moved to the Executive Session that was previously skipped.

10. Executive Session pursuant to 5 ILCS 120/2(c) of the Illinois Open Meetings Act (if requested):
a. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
b. (5) Real Estate – the acquisition or leas of real property or the selling or rental price of real estate.

Commissioner Gardiner made a motion at 7:13 p.m.; seconded by Commissioner Sheffler to approve going into Executive Session. Roll called. Motion carried with unanimous vote with those present.

11. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Welch made a motion at 8:00 p.m.; seconded by Commissioner Gardiner to approve reconvening to Open Session. Roll called. Motion carried with unanimous vote with those present.

Discussion took place regarding having a Special Meeting on May 7, 2024 and the publication of the meeting. The Commissioners also discussed changing the meeting on May 21, 2024 to May 28, 2024 and the publication of that change.

12. Next Meeting Date: May 28, 2024

13. Adjournment

Commissioner Welch made a motion at 8:13 p.m.; seconded by Commissioner McReynolds to adjourn the Regular Meeting of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
